We welcome you to the School of Law , Indira Gandhi National Open University (IGNOU). The Post Graduate Certificate in Cyber Law (PGCCL), is being designed to develop knowledge and awareness in specialized area of Cyber Law and to prepare well informed citizens, academic and professionals of e-commerce and legal professionals, law students, engineers, company secretaries, chartered accountant, and business management students.


The cyberspace due to its unique quality of openness, economic efficiency and anonymity reaches the masses much faster than earlier technologies there by breaking the jurisdictional boundaries and possess challenges to the legal system. This programme seeks to address fast the changing needs of knowledge society in the area of cyber law.


Objectives


To understand, explore, and acquire a critical knowledge in Cyber Law. To develop competencies for dealing with frauds and deceptions To be conversant with the social and intellectual property issues in Cyberspace. To explore the legal and policy developments in Cyberspace To develop the understanding of relationships between commerce and cyberspace To give learners in depth knowledge of Information Technology Act and legal frame work of Right to Privacy, Data Security and Data Protection.

E-commerce Professionals, law Students, Business Management Students and Legal Professionals who would like to specialize in Cyber Laws, Engineers, Company Secretaries and Chartered Accountants.

Programme structure


In this certificate programme, you will learn about cyberspace, laws and entities governing cyberspace dispute resolution in cyberspace, information communication technology, social issues in regulation of cyberspace, cyber crimes and torts, commerce and cyberspace, concepts of privacy and data protection / data security. The programme consists of four courses.



Course 1 Cyberspace, Technology and Social Issues


This course is the introductory course on cyber law. It introduces the basic concepts of cyberspace and technology including the social issues in four blocks.

Block 3 Social Issues in the Regulation of Cyberspace

Block 4 Emerging Social Issues from Cyberspace


Course 2 Regulation of Cyberspace


It deals with the regulation aspects of the cyberspace including the information technology Act, 2000 and the existing laws covering the area. This course consists of three Blocks.

Block 2 Cyber Crimes and Torts

Block 3 Dispute Resolutions in Cyberspace


Course 3 Commerce and Cyberspace


It deals with the manner and procedure of conducting business over the internet including online contracts. Block 1 and 2 deals with E-commerce and online contracts. Block 3 and 4 is devoted to Intellectual Property Protection in Cyberspace.
